The former governor of Balkh and leader of the splinter faction of the Islamic Unity Party, Ata Muhammad Noor, who was known as the Emperor of Balkh, during the establishment of the republican regime, shoulder to shoulder with foreign invaders, took command of the resistance in the city of Mazar-i-Sharif, and with the expansion of the occupation’s wings, he became the governor of Balkh.

He sat on the provincial chair with a long beard and traditional clothes, and later left the provincial office with a trimmed beard and branded trousers.

Just as the beard was torn from Atta Mohammad Noor, so too were faith, honor, and culture stripped away from him. He filled his belly with the state’s revenues, seized dozens of construction companies, logistics companies, oil pumps, oil import companies, housing complexes, high-rise buildings, markets, educational institutions, private clinics, private hospitals, inns, transportation companies, and the revenues of the Hairatan port, and defied the government of the time.

Why wouldn’t he challenge the administration he built himself!? Atta Mohammad Noor was one of the central commanders of the first resistance created under the command of Ahmad Shah Massoud. He was closely associated with the CIA in Balkh province, where he started a rebellion with American financial and military support and remained obedient and compliant to the Americans until the end.

Whenever his relations with Karzai and later with Ghani soured, he would create a media uproar and shamelessly say, “If the Americans allow, I will return to the Arg within 24 hours.” In other words, he considered only the Americans his masters and would always burden the Americans with favors in official and personal meetings, saying, “It is your consideration and eyes that I recognize the Kabul administration and Ghani; otherwise, I do not even consider such people worthy of my service.”

Atta Mohammad Noor is among the billionaires of the criminal economy. A significant portion of the money he received from the CIA was embezzled during his mission.

Only in Balkh are the properties and companies mentioned under his name, which are officially registered under his wife, sons, and one daughter. In other provinces, his houses, high-rise buildings, companies, universities, and markets have not yet been accounted for. Similarly, his investments in the Emirates, Dubai, and Turkey have not yet been explored.

His properties in Balkh:

1: The Khalid bin Walid Township, which has more than six thousand units.
2: In Bakhtar Market’ basement, there are more than two hundred shops of him.
3: The Badam Market next to the Sina Stadium.
4: Ajab Khan Market, which has more than 500 shops.
5: The pharmacy market, which is located next to the Mazar-i-Sharif hospital.

7: The oil company next to the Balkh gate.
8: The Mitra Noor housing complex, which has 400 houses.
9: A ten-story market next to the Balkh municipality.
10: The Mitra Noor Transportation Company, which has 300 vehicles.
11: The Arya Market, which has more than 1000 shops.
12: Mitra Noor Sarai.
13: Khalid Noor’s gas stations.
14: Next to the command post, a luxurious palace named Maulana.
15: The personal mansion of Atta Mohammad Noor, built at a cost of two million dollars.
16: A palace known as the Political Office.
17: The parking lot for Sholgaray’s cars.
18: A tall building behind the judges’ street.
19: Behind Sultan Razia School, a tall building.
20: Arya Private Educational Institute.
21: Khalid Noor Road Construction Company.
22: Two hospitals named after Mawlana Jalal ad-Din Balkhi and Al-Falah.
23: The Sinafar Market, which has about 400 shops.
24: Oil storage at the Hairatan port.
25: International Oil Import Company.
26: A town named after Kamal Nabi Zada.
27: The exclusive billboard company of Balkh’s Balkhika.

The above are the properties, companies, high-rise buildings, markets, and other registered assets of Ata Mohammad Noor, which are registered in his name or in other names in other provinces and countries, have been excluded from the account.

So why wouldn’t Ata Mohammad Noor be indebted to the Americans’ favors!? Why wouldn’t he obey their orders!? Before becoming a commander and taking on a mission, Ata was just the son of a resident of Logar who couldn’t even find half a loaf of bread.

These assets and properties, which he acquired as the emperor of Balkh, were American favors; he had also asked the Americans to place him on the throne after the political upheavals in Afghanistan. He had mentioned that the power should be taken from the Taliban and given to us because, according to him, we have a better understanding of governance than the Taliban, with long and solid experience.

You have read examples of their long and solid experience; their long experience includes smuggling, assassination, usurpation and sale of state lands, embezzlement of state revenues, receiving intelligence salaries from Iran and the USA, theft, and looting, which are examples of their solid governance experience.
