The Prime Minister’s Office of the Islamic Emirate of Afghanistan has issued a new directive to all central authorities and provincial administrations, instructing them to immediately expedite and simplify procedures for issuing permits for residential and building construction.
According to the directive, individuals intending to construct a house may obtain approval through a streamlined process by submitting a Shara’i Qabala (a Sharia-recognized property deed serving as formal proof of land or house ownership), a tax receipt, a transaction reference document or customary proof, along with verification from the local mosque imam.
The directive further instructs security forces not to obstruct citizens in this process and to ensure full cooperation in facilitating relevant procedures.
Municipalities have also been directed to promptly issue construction permits to applicants who hold valid legal documentation.
In addition, the Ministry of Urban Development and Housing of the Islamic Emirate of Afghanistan and the General Directorate of Land Affairs have been assigned specific responsibilities. The Land Authority is tasked with submitting land maps to municipalities within one month, while municipalities are required to identify and demarcate historical and restricted areas within the same timeframe.
The decision follows longstanding issues faced by citizens in obtaining housing and construction permits due to procedural delays and administrative obstacles.
