    U.S. Media Publish Details of a 14-Point Potential Iran–U.S. Agreement

    Several American media organizations, including Axios, reported that they had obtained details of a 14-point draft agreement between Iran and the United States.

    The draft covers a wide range of issues, including ending the war, lifting sanctions, Iran’s nuclear program, releasing frozen assets, and expanding economic cooperation.

    According to the report, the first article states that both countries and their allies commit to implementing an immediate and permanent ceasefire on all fronts, including Lebanon, and pledge not to engage in any hostile actions, threats, or use of force against one another.

    The second article commits both sides to respecting each other’s national sovereignty and territorial integrity and to refraining from interference in each other’s internal affairs.

    Under the draft, Iran and the United States will continue negotiations for up to 60 days, subject to extension by mutual consent, with the aim of reaching a final agreement.

    The fourth article states that the United States will lift the maritime blockade immediately after the memorandum is signed, refrain from any attacks or obstruction against Iran, and restore maritime traffic to full capacity within 30 days.

    Washington has also pledged to withdraw its forces from surrounding areas within 30 days of signing the final agreement.

    According to the fifth article, Iran will immediately take practical measures to resume commercial shipping between the Persian Gulf and the Gulf of Oman and will seek to restore conditions to their pre-war status within 30 days.

    In this regard, mine-clearing operations and the resolution of technical obstacles are designated as Iran’s responsibility.

    The sixth article focuses on Iran’s economic reconstruction.

    Under this provision, the United States, together with its regional partners, commits to developing a comprehensive plan for Iran’s reconstruction and economic development and to guaranteeing at least $300 billion in financial support. A mechanism for implementing the plan is to be established within 60 days.

    According to the seventh article, the United States will lift all sanctions imposed on Iran in accordance with the timetable of the final agreement. These include United Nations Security Council resolutions, restrictions imposed by the Board of Governors of the International Atomic Energy Agency (IAEA), and U.S. primary and secondary sanctions.

    In the eighth article, Iran reiterates that it will never develop nuclear weapons. Both countries agree that the future of enriched nuclear materials, Iran’s nuclear needs, and other issues related to the nuclear program will be addressed in detail in the final agreement.

    The ninth article states that the current status quo will be maintained until a final agreement is reached. Under this provision, Iran will keep its nuclear program at its current level, while the United States will neither impose new sanctions nor increase its military presence in the region.

    According to the tenth article, upon signing the memorandum, the United States will issue the necessary licenses through the Treasury Department for the export of Iranian crude oil, petrochemical products, and derivatives. This will also include banking, insurance, transportation, and other related services.

    The eleventh article concerns the release of Iran’s frozen assets. Under this provision, the United States will progressively release all restricted and frozen Iranian assets and place them fully under Tehran’s control in line with progress in the negotiations. It will also issue all necessary legal and financial authorizations to facilitate the process.

    In the twelfth article, both countries agree to establish an implementation mechanism to monitor compliance with the final agreement and ensure that both sides fulfill their commitments.

    The thirteenth article emphasizes that Iran and the United States will continue negotiations on the remaining provisions of the final agreement only after obtaining the necessary guarantees regarding the implementation and continuity of Articles Four, Five, Ten, and Eleven.

    The final, fourteenth article states that the final agreement will be approved and brought into force through a resolution of the United Nations Security Council.

    Axios and other American media outlets reported the leak of the draft; however, neither the Iranian government nor U.S. officials have yet officially confirmed or denied the authenticity of the 14 articles.
