    Media Report Details 14-Article Draft Framework for Iran–U.S. Talks

    Mahar news agency, citing a source close to Iran’s negotiating team, reported that a draft understanding between the United States and Iran consists of 14 articles, is still under review by relevant Iranian authorities, with no final approval yet reached.

    According to the source, the draft reportedly includes an immediate and permanent end to hostilities on all fronts, including Lebanon, alongside a U.S. commitment not to interfere in Iran’s internal affairs. It also provides for the lifting of a maritime blockade within 30 days and a U.S. commitment to withdraw forces from areas surrounding Iran.

    The draft further outlines the reopening of the Strait of Hormuz within 30 days under Iranian arrangements, the suspension of sanctions on Iranian oil, petrochemical products, and related revenues, and full access to Iran’s financial resources. It also refers to reconstruction plans for Iran worth at least 300 billion dollars, to be presented by the United States and its allies.

    Additional provisions reportedly include reaching a final agreement within 60 days of negotiations covering nuclear issues, the full lifting of sanctions, the reconstruction of Iran’s economy, and the fate of enriched uranium, alongside Iran’s commitment not to produce nuclear weapons. During the negotiation period, the United States would neither increase its forces in the region nor impose new sanctions.

    The draft is also said to include the release of 24 billion dollars in frozen Iranian assets during the 60-day negotiation period, with half released before talks begin, as well as the establishment of a monitoring mechanism to oversee implementation.

    According to the same sources, the final agreement would be endorsed through a United Nations Security Council resolution. It further states that final talks would not begin until half of Iran’s frozen assets are released, sanctions on Iranian oil are suspended, and the maritime blockade is lifted.

    Iran has also stressed that its missile program and support for resistance groups are excluded from the agenda.
