The report states that Atta Mohammad Noor had requested 100 million dollars from the ISI during this meeting, but this request was rejected by the Pakistani side. According to these sources, the reason for rejecting this proposal was that the ISI had previously reached an agreement with Yasin Zia and Ahmad Massoud regarding a project related to Afghanistan and had asked Atta Mohammad Noor to operate within the framework of that project.
